1) POTUS can't be charged with a crime.
2) For non-high crimes/misdemeanors, POTUS is above the law.
3) For high crimes/misdemeanors, the remedy is impeachment.
4) Impeachment must be bipartisan.
5) Therefore, Republicans decide if Trump is above the law.
