Precisely this. What she can't do is hold numerous votes, with no change in the deal, in an attempt to show movement.
Just like with most of these constitutional battles, they only really affect hung parliaments or govts with very slim majorities.
And that's morally right: if the govt failed to win a large majority, it should find it hard to govern, as point of democratic principle.
