This is nuts. My new rule of thumb is $10 per night, whether they change linens or not. But ffs tip something.
Hotel housekeeping is physically hard, often gross, subject to harassment and abuse by guests. Tip generously and use the hotel feedback mechanisms to fight for those workers and and NOT penalize them for efforts to be more sustainable (change linens less).
My US tipping rules of thumb:

$10 per night, leave every am, for hotel housekeeping

20% minimum per restaurant check.

$2 minimum per drink (if pay as go)

$3 per Lyft ride, minimum.

$15% minimum per food/grocery delivery on top of “service” fees that don’t go to driver.
