... pre-existing capital (e.g. the sunk cost fallacy) is very major source of inertia and entrapment, to the benefit of vendors. Fortunately there are many paths to the future. Hopefully, we'll avoid the "fool of a Took" one.
X : What about lock-in?
Me : Nothing says lock-in more than clinging onto a failed approach because of the political capital cost of a few hundred million of IT investment sunk into it. Some folk need "hybrid" to work, regardless of its merits (or lack of).
... the idea that Gov would willingly abandon its cloud first policy to adopt such a path is .... i's up there with the idea of diminishing spend control (i.e. a primary mechanism of challenge before the event). It takes a very special kind of Took to come up with such ideas.
Anyway, thank you @cholten99 for making me a aware - - and giving me plenty to *SIGH* about this fine morning. Let us hope it's just gossip rather than some half brained scheme hatched over several rounds of golf.
