Some people - including some very smart people - think that the root of popular uprising is mobilization. That's not the root though - the root of popular uprising is a broken social contract. That's what creates organized dissent which would lead to mobilization.
Without a breakage of the social contract, organized dissent and mobilization can exist, but will not lead to popular revolution and will not threaten the current order existentially. That's because the system is delivering its promise (however low that bar may be) to most.
Case in point: The Chinese social contract is intact. The Arab order on the other hand is peppered with broken social contracts.
