Q: WHY doesn't govt reunite the kids w/parents?

A: It's not in ORR/DHS's best interest to return the children. They get LOTS of $$ via Congress to "take care" of "unaccompanied" children, & a lot of $$ will go to for-profit companies.
Let me explain through threads I have (miraculously) already written on the subject. 😏

A few weeks ago, I canoodled how much it cost us, at then current detainee population, to detain all these asylum seekers, at ICE & ORR facilities (but not CBP):

Upshot: about $5.7 BILLION/year. That's ONLY for ~52,000 adults in ICE custody & ~15,000 minors in ORR.

That doesn't include CBP sites, cuz we've never really known how much those cost per person per day. But they supposedly have close to 40,000 in custody now (it was 28,000.)
Now. MANY ICE sites are run by for-profit companies, so it makes "corporate greed sense" they're funneling more & more people into them.

ALMOST ALL ORR sites, however, are non-profits, with a few notable exceptions: the temporary ones, on federal land.
Homestead's parent company has recently re-upped John Kelly to their BoD, which includes other big DC ex-military/NSA/CIA wigs, I kid you not. Kelly left them, briefly, while working actually "in" the WH.

Their last contract, for ~$340MILLION, was no bid.

Amongst other gross derelictions, Homestead has recently been cited in court filings for holding onto children far longer than it should, even when a relative has been vetted for them to be released to.

Why would they do that?
The most basic reason in the world. What makes it go round & round & round?

So, if DHS releases the children to their parents, all those sweet taxpayer dollars stay out of the hands of greedy corporations making bank on their misery.

We can't have that.

Both Fort Sill and Carizzo Springs, two new proposed but not yet opened Child Concentration Camps, would have the same $775/body/night price tag. Same lack of state oversight. Same complete lack of transparency.

Terms:

DHS: Dept of Homeland Security, which encompasses ICE & CBP

CBP: Customs &Border Control, usually first to encounter anyone crossing the border, whether children/family/single adults; makes "FU" determination

ICE: Immigration & Customs Enforcement;
ICE does not operate at the border; they are responsible, however, for any immigrants in longer term detention, and those detention centers

Border Patrol Stations: where folks are "processed" after being "apprehended;" this "processing" seems to be taking weeks now, not days;
BY LAW, no minor child may be kept at CBP Stations, like Clint, frex, longer than 72 hours BECAUSE they are not good environments for children

FU: Family Unit--> child & biological parent(s), is all that counts these days, apparently, despite the law, when one crosses the border
UAC: Unaccompanied Alien Child; may have come to border alone (much more common 2014-16, amongst older teens) or been rendered so, with negative FU determination;

IOW, if a 7yr old girl arrives with her grandma, the only mother she's ever known, CBP WILL take her from grandma,
and designate her "unaccompanied;" 7yr old is now ripe for ORR

ORR: Office of Refugee Resettlement; under auspices of Dept. Health & Human Services; responsible for long term detention of UACs, but *only as a means to releasing them to family* in the States....supposedly.
ORR is meant to hold children in least restrictive environment, no longer than 20 days, aim toward reuniting, and the facilities it uses must be licensed, w/certain standards of care, including education, recreation, legal services; these rules mostly bc of the Flores Agreement
Flores Agreement: just about the only thing actually protecting these kids right now. Trump's admin wants to get rid of it so bad, his spittle is orange; Ongoing court case, started in 1993, about how immigrant children are to be treated in detention; agreement reached in 1997;
crux of the "secure & sanitary" question from last week from DoJ lawyers on the need for children to have soap, toothbrushes, or sleep. Flores demands children be not only secure, but *sanitary*
