Ontario's top court has ruled that the federal carbon price law is constitutional. Canada can legislate a mandatory carbon price under the "national concern" provision of the constitution, the court says.

The court found that climate change is an "acute" concern, and that the risk of provinces refusing to fight it permits Canada to set a minimum standard to reduce emissions across the country.
Like the Saskatchewan ruling, the Ontario court has determined that the charges under the carbon pricing law are "not taxes."

Privy Council Clerk Wernick begins by numerating all the ways he's worried about Canadian politics. He's worried about the tone of discourse, terms like treason and traitor thrown around. "I am worried that someone is going to be shot this year doing their political campaign."
"Most of all I worry about people losing faith in the institutions of government," he says.
Wernick says Canadians shouldn't be worried about the rule of law in this country. He says DPAs weren't slipped in quietly; there were consultations and considerations about why they exist.

1) The options available to the court are not as simple as "yes Ottawa can tax carbon emissions" or "no, Ottawa can't tax carbon". There are a bunch of combinations possible along a number of parameters:
a) "Industrial" price on reported emissions of large emitters vs. "consumer" point-of-sale price on fuels;
b) which head of power each of these can come under: POGG national concern vs. criminal vs. tax;
