The Syrian regime isn’t in control of Deir Ezzor — west of the river & other parts east of it. Pro-Iran Shiite militias are, and they’re apparently building husseiniyat in a province nearly 100% of it inhabited by Sunni Arabs
Locals from the “regime-held” west of the river haven’t returned to their homes, unlike those on the US-backed SDF side who have or want to. Many from the regime side live in SDF areas.
When it comes to Iranian presence in Syria, most focus on how Tehran is building influence or infrastructure in regime strongholds in the south or north. Actually, Iran is growing deepest roots in areas where the regime has weak presence; Deir Ezzor is a perfect example of that.
Needless to say, Deir Ezzor is also a border province and provides a natural extension of the Iran-backed militias in western and northern Iraq.
