I like @JayInslee and his accomplishments on criminal justice must be looked at in context. It is easier to reform the carceral system when <4% of the state is Black. And damn, they had serious racial disparity 
@JayInslee Pardoning people convicted of marijuana offenses is easy when most of the people in the state are white. Eliminating the death penalty is easier in white states. Ban the Box is easier in white states. Incarceration for low level crimes is about controlling Black people.
@JayInslee A state that is 73% white is going to be easier on criminal justice because they see it affecting white people. And sure, there are Latinos & Asians & Native Americans in WA and they commit crimes, too,
@JayInslee but let's be uncomfortably honest. When American politicians talk crime American voters think Black. With less than 4% of the population in WA being Black...this is so much easier to do.
@JayInslee It's good that Inslee cared about racial disparity and acted to address it, but I will believe we are changing direction when Virginia or South Carolina does it.
