At this point if you live in the United States, you should learn to control bleeding.

If you survive a mass shooting, you can save lives there.

Key point: Bleeding kills, pain will not. Apply a LOT of pressure -- it should hurt the patient, you're trying to cut off blood flow.
Note that the above picture is cropped from the full Stop The Bleed, but the odds you'll have tourniquets available is next to nil.

You can certainly try to fashion your own as long as there's somebody already applying pressure. Tourniquets should be excruciatingly painful.
The wounds from assault rifles are not designed to be survivable; the caliber of bullet and projectile velocity tear internal organs to shreds and shatter bones. People can bleed out in seconds to minutes, but pressure on their wound can give them at least a miniscule chance.
Last point to remember: help first those who have a chance at surviving.

If your patient is not breathing or is obviously dead, don't waste time trying to help them. It sounds callous, but there may be someone else whose life you can actually save.
