For 200+ years, the U.S. has divided up seats in Congress among the states based on population counts that include both citizens & noncitizens, regardless of immigration status.

2. Since the first US census in 1790, the Constitution has called for a head count every 10 years of "persons" living in the US to determine number of congressional seats each state gets. The 14th Amendment was ratified to require the counting of the "whole number of persons."👇

During today's @uscensusbureau press briefing, I asked if bureau plans to include citizens & noncitizens, including unauthorized immigrants, in 2020 apportionment count. Officials didn't answer my Q until @bgdailynews's Don Sergent graciously followed up👇

1. The Trump-Fox feedback loop is dangerous in part because the network's hosts float conspiracy theories and bullshit that could panic the president if he's watching, with terrible consequences. We seem to have really dodged a bullet there this week. mediamatters.org/blog/2019/06/1…
2. There's an Ebola outbreak right now in Congo, with more than 2,000 confirmed cases. As they did during the 2014 outbreak, far-right conspiracy sites like Infowars and Gateway Pundit have been warning that undocumented immigrants crossing the Mexican border could be infected.
3. On Monday night, that conspiracy theory jumped to to Laura Ingraham's Fox News show. Her millions of viewers were exposed to fearmongering about the "public health concern" of Ebola-infected Congolese refugees spreading the disease in San Antonio.

In 17 of the tweets, Trump referenced a quote from a Fox show or otherwise indicated that he was responding to the network. In 20, he (or someone he employs) shared video clips from Fox programming about the investigation.
He has also promoted Fox shows at least eight times in recent weeks, and he tweeted thanks to particular Fox personalities five times. In addition to posting his own tweets, the president retweeted Fox-related content about Mueller 16 times.

This paper attempts a more holistic look at a broader range of issues concerning AI including #regulation, #ethics, #fairness, #transparency and #accountability. However, a number of issues still remain with this paper. 3/n
