They can not stand his rule by fear anymore.
The party will split.
Xi has antagonised pro-establishment figures within the Chinese Communist Party, the people whose support he needs most to stay in power.

Why would people join the mafia if they cannot benefit from the protection racket?
If the party-state was sincere in its desire to combat corruption it would have to engage in political reform
