Looks like the Trumpists see Chinese exchange students as a soft target.
This shouldn't have to be said, but the strategy of a movement like Trumpism is to find some group that people will grumblingly agree that it's OK to persecute, and then ratchet up from there once people get used to the practice of persecuting groups.
Honduran asylum seekers! Chinese exchange students! They're not citizens, right? They're not even reeeeally immigrants! It makes sense to protect our National Secrets and secure our Borders, right? Etc. etc.
Then once you agree that OK, OK, I GUESS it makes sense to kick out Chinese exchange students and put Honduran asylum seekers in camps, then how about ratting out the undocumented family next door?

It's like treating the "first they came for the X" poem as an instruction manual.
The point, I think, is not actually cruelty.

It's habituating people to the practice of group exclusion and persecution.
