When it comes to lower-end drone defense, that last line of defense becomes your first and likely only line of defense. Travel slow enough and many radar systems literally filter the target out. Travel low enough and it isn't even detectable until it crests the horizon... 1/2
Add in a tiny radar cross-section and things become even more precarious. Add in electronic warfare payloads on some of those drones and thing get even worse. This is not only for ground-based systems, but sea-based ones as well. 2/3
So you can see how that Phalanx or similar gun system with a very finite number of engagements worth of ammo is not nearly up to countering the threat.
