My understanding is that if a VONC passes, the 14 days start *immediately* - regardless of what the sitting PM does.
The problem with PM resigning (or not) is that if he did not resign, no-one else can have a go at forming a government within the 14 day period.

Related to that latter point however is the convention that the Queen will ask whoever is most likely to command a majority to form a Government - but would she be able to do that without the PM having resigned?
In short: there may be problems with the FTPA, but they are not the one Hugo outlines (that the 14 days don't start unless Johnson resigns)
