Tonight: part 2 of the crucial Southwark planning committee meeting re British Land's Canada Water masterplan. Watch the webcast from 6.30pm:
Tonight's webcast has started:
The meeting is now hearing from objectors to the planning application to finish the discussion from last Wednesday's instalment of the meeting, before going on to hear from British Land and ward councillors later this evening.
Committee hearing a range of concerns about the Canada Water masterplan scheme, including the reduced size of the proposed replacement swimming pool compared to the existing Seven Islands.
We're now hearing from British Land's Emma Cariaga. Alludes to "pure commercial self-interest" of Canary Wharf's objections to Canada Water scheme.

She says 11k people have taken part in @Cwmasterplan events
@CWmasterplan Emma Cariaga tells committee that no other planning application in Southwark has had such a high level of consultation/engagement as the @CWMasterplan scheme.

She highlights two key changes in response: leisure centre location + reduction of building heights.
@CWmasterplan Emma Cariaga sets out some of British Land's local contributions such as business mentoring and training activities.
@CWmasterplan She talks about future commitments - eg step free access to Surrey Quays station, new health facilities etc.
@CWmasterplan British Land's scheme involves £90m of section 106 contributions + £60m of Southwark Community Infrastructure Levy #CIL payments says Cariaga
@CWmasterplan First question from committee members is @damian_obr who picks up the key point about transport infrastructure and air quality
@CWmasterplan @damian_obr British Land says it's been working closely with TfL to ensure that transport impact of CW masterplan is mitigated.

BL contends that Jubilee line is not yet at capacity. TfL already planning more frequent rush hour service + others will move to Elizabeth Line
@CWmasterplan @damian_obr Second entrance to Surrey Quays station "probably in place by 2024" says British Land rep. Received Govt funding this summer.
@CWmasterplan @damian_obr British Land says it is committing £2.6m to provide extra staff to help manage Canada Water Station + make some physical changes to improve flow of passengers
@CWmasterplan @damian_obr BL: £12m to improve bus links on these corridors:
- Greenwich - Canada Water - London Bridge - City
- Canada Water - Old Kent Road - Waterloo - Aldwych
@CWmasterplan @damian_obr British Land says it's putting in £1m for six @SantanderCycles docking stations around Canada Water; exact locations TBC
@CWmasterplan @damian_obr @SantanderCycles British Land questioned about overseas sales; firm is signed up to Mayor's concordat preventing overseas sales without Londoners having opportunity to buy at same time; but more broadly "there isn't a single development in London where [overseas sales] doesn't happen"
@CWmasterplan @damian_obr @SantanderCycles We've now moved on to supporters of the planning application - Barry Duckett, Jerry Hewitt, Richard Kalmar and a lady whose name I didn't catch - who will address the committee
@CWmasterplan @damian_obr @SantanderCycles Barry Duckett says the Canada Estate TRA is backing the planning application; welcomes provision of new homes at council rent. "This new development will provide a future for locals" ... new homes + jobs will keep communities together
@CWmasterplan @damian_obr @SantanderCycles Jerry Hewitt welcomes phase 1 but speaks about need for transport/highway measures.
@CWmasterplan @damian_obr @SantanderCycles Richard Kalmar [local estate agent + long-term resident] says he's fully supportive of the scheme. Cites example of the Shard which has expanded the commercial area around it.
@CWmasterplan @damian_obr @SantanderCycles Now moving on to ward councillors for Rotherhithe and Surrey Docks
@CWmasterplan @damian_obr @SantanderCycles First ward councillor to speak is @VolanteNick of Surrey Docks flagging major concerns. He's going to focus on "lack of credible transport infrastructure". Says committee has received misleading info about capacity at local stations.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick Scheme "will shape our peninsula for many years to come; it deserves our best efforts to get it right" - @VolanteNick
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick Cllr @BillWilliams01 of Rotherhithe ward says there's a fantastic opportunity to create something world class at a location long identified for development.

Council can deliver on its commitment to social rented homes.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 Cllr @BillWilliams01 believes that transport arrangements put forward by British Land + the council will prove sufficient.

Residents want to see action - "let's not delay any longer"
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 Cllr @steviecryan says that if @cwmasterplan isn't approved, many of her constituents in Rotherhithe ward will be denied opportunities for jobs etc
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan TfL rep says their modelling shows that once existing planned upgrades to Jubilee and East London lines are complete + Elizabeth line is open, net impact of Canada Water development means congestion will be at similar levels to today
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan Pressed by councillors, TfL's rep confirms that modelling for Canada Water in 2031 shows that transport situation "gets no worse" when masterplan + existing planned tube + Overground upgrades are factored in.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan Chair blocks committee member's attempt to clarify the above point with TfL.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan Committee now moving to members' final comments. Cllr @Kath59 says she's been reassured about the transport issues this evening; lot of potential for good from CW scheme
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 Cllr Cleo Soanes is less confident on the transport point.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 Cllr @margynewens says she has had significant concerns re transport infrastructure but is on balance in favour of granting planning permission
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens Cllr @AdeleLibDem says she's concerned about the extent to which the market sale housing will actually meet local needs.

Also says that existing residents' needs should be remembered; it's not a blank canvas
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem Cllr @Adelelibdems says the scheme is so big that the committee hasn't really had the opportunity to explore the constituent parts in any detail.

On balance, minded to vote in favour of granting planning permission.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem Cllr @damian_obr says he's "fairly chilled" on the public transport issue. Concerned about highways and air quality. Wants more consideration re deliveries
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem Cllr @Baz27729572 - Canada Water an important London site that "could be transformative" - likes the permeability of the design. Says that Rotherhithe councillors' enthusiasm for housing + jobs helped him come down in favour
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem @Baz27729572 Cllr @catherinerose6 defends the K1 building in the first phase; she likes the design. Will be less obtrusive than neighbours fear.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem @Baz27729572 @CatherineRose6 Chair @cllrmseaton says of CW scheme - "the public benefits abound" - scheme will be legacy of current generation of councillors. "I am convinced that the build quality will be exceptional" - welcomes tenure-blind design.
@CWmasterplan @damian_obr @SantanderCycles @VolanteNick @BillWilliams01 @steviecryan @Kath59 @margynewens @AdeleLibDem @Baz27729572 @CatherineRose6 @cllrmseaton BREAKING NEWS: Southwark planning committee has resolved unanimously to grant planning permission for British Land's Canada Water Masterplan @CWmasterplan. Detailed consent will be granted for first elements, outline permission for the rest.
