From the documents quoted to me (as I understand it) assuming Brexit is 31 October any EUer who does not have resident status fixed by 2021 will be subject to:
1 “enforcement action”
2 “detention”
3 “removal”
As an “immigration offender”.

The problem Home office are faced with is estimating in advance how many people this would involve. As dependent on this the costings/infrastructure requires would be significant.
A bit benused why people getting more worked up about this than, say, the Turkish/Trump thread i started.
Usually I try to bring stories that haven’t (fully) broken main media yet but in this case there’s actually a sizeable amount of literature out there on expulsions already.
