The Trump admin has been obsessed with imposing filing fees for asylum applicants for years now. Worth remembering that:

1) There's never been a fee to apply for asylum in the U.S.
2) 98% of the world's governments do not charge one
3) A $50 fee is petty & punitive
USCIS fees keep the agency self-sufficient. That's the reason a marriage-based greencard application totals $1760, as well as why USCIS never even pauses during govt shutdowns.

But this token amount isn't about that. It's about deterrence. And it's embarrassingly petty
Imagine a stranger runs up to you saying she'd just been assaulted and her purse had been stolen & she needed to use your phone to call 911 & you flat-out asked her for $50 first & you're beginning to enter the periphery of the outer limits of the realm of pettiness we're in here
