Brexit deal: Saturday’s sitting explained – House of Commons Library

A useful practical guide to what will and may happen in Parliament tomorrow (19/10/2019) from
@woodstockjag⁩ for whom I have a question. commonslibrary.parliament.uk/parliament-and…
These are the two motions sponsored by the Government.

One seeks approval of Johnson’s deal to meet with Benn Act requirements (subject to HofL debates) the other - No Deal. The latter is only likely to be pursued if the former fails.

There have been 3 amendments tabled.
We will see what amendments the Speaker approves for debate.

They are identified below.

Remember, whilst the WA & PD has only just been made available to MPs yesterday the critical WAB essential for implementation is unseen. Letwin’s Amendment is directed at that.
It proposes amending the Gov motion so that consent is withheld unless & until the necessary implementation legislation is passed.

I would suggest that this is just basic due diligence for MPs and I would be surprised if it was not selected for debate.

The consequence of that is that Johnson would be required to send the extension letter. It simply is not possible to get it done by the end of business tomorrow.

It really is impractical to get it done by 31/10/2019.

Of course it is possible that NO motion passes.
A bit more on the unseen WAB. We believe that it has not even been put out for Parliamentary consultation because it is perceived as containing many provisions that are controversial.

Likely to need significant scrutiny and debate.
@woodstockjag

I’m clear about the sitting time scheduled for this debate in the HofC (that seems remarkably rushed for legislation of constitutional importance.

What about Scheduled sitting time in the House of Lords?

What if it goes beyond Saturday? See 1(1)(b) Benn Act
Just seen this about the PV Amendment (only likely to be voted on if the Letwin amendment fails.

And @woodstockjag has added more details about the batting order for decision making (votes on amendments come first). Also a reminder that just because an MP votes FOR an amendment does not mean to say he or she would then vote FOR the amended motion
