In fact, he let the cat out of the bag when he pushed back against Andrew Marr's question about lessening standards by saying in fact the UK already goes further than the EU in many areas such as workers' rights.

Yes it does. As an EU member. So our membership doesn't stop us.
What our EU membership does stop us doing is deregulating to less-than-EU standards.

It's telling that the commitment to maintaining standards has been pulled from the legally binding Withdrawal Agreement and shoved into the non-binding Political Declaration instead.
