When Medicaid began in 1966, only half of the states participated.

It took more than a decade but by 1982, every state had joined and today Medicaid covers 72M Americans.

By allowing states to experiment with universal healthcare, we will pave the road toward Medicare for All.
The bill I introduced gives a federal waiver so states like Vermont and California can use federal money to pass single payer systems. Obviously I am for a federal single payer system. But I also believe we need to make it possible for states to implement single payer now.
Bernie Sanders himself has been pushing for this idea for years! If a state gets a federal waiver it would allow single payer movements in places like California and Vermont to succeed.
