#BBINonsense. I have read + reread the BBI report. This is the most cruel joke I have heard in recent times. The report is bankrupt of ideas & provides NO SOLUTION TO ANY OF KENYA'S STRUCTURAL, ELECTORAL OR ECONOMIC CHALLENGES. This was a total waste of tax payers money.
I wish I could support BBI; there is NOTHING TO SUPPORT! I even wish I could disagree with the report; again there is NOTHING TO DISAGREE WITH. The document has NO SOUL, no passion for Kenya, regurgitated cliches +plain mediocre! Chapter by chapter POSTMORTEM next [if I get time]
1. Chapter 1: Notable Issues: Gives well known very generic information on: family, values, the youth, lack of cohesion & trust, poor rule of law, no recognition of talent & disability, need for "bigger cake", poor leadership, public service, injustices, insecurity, etc.
1. Chapter 1 recommendation: more dialogue! SURELY. We have had many reports in this country from Kriegler, National Accord, Agenda 4, etc. BBI does not make reference to any of these. What more does BBI want Kenyans to discuss? These issues have been discussed ad infinitum!
Chapter 2: National Ethos, claims that we have no national values; we are not comfortable in our African skin; we don't think big and long term. This chapter seems to have been written by a fellow suffering inferiority complex and wants to drag all of us with him / her.
Ch 2 recommends "official history" commissioned by the President - sounds like KGB Russia! Recommends national cultural day + curriculum on national ethos- remember "loyalty pledge". Confuses incompetent & corrupt leadership, with lack of national ethos - which is also a problem!
Chapter 3 "Rights and Responsibilities" refer to pre-colonial, colonial, independence & 2010 Constitutional engagement with the subject. The citizen is again subjected to recommendations such as increased awareness & training on family values, civic training on responsibilities.
Do the drafters of this document think Kenyans are not aware of their rights and responsibilities? Do they believe that training will solve the problem? do they believe that post training we will suddenly start enjoying our rights and exercising our responsibilities? REALLY?
Ch 4. The document gets worse as you read it! This chapter talks about Ethnic Antagonism and Competitions and widens its scope to the EAC.
Recommendations: Guess? MORE TRAINING IN SCHOOLS! Integration of different ethnicities in schools, the President being advised by multi-ethnic "baraaza la wazee", Presidential appointments reflecting the face of Kenya. What is new? A cocktail of cliches & aldabracadabra

Chapte5 "Divisive Elections" this is one of the worst parts of this report. The title is misleading. it sets out to engage ELECTIONS but comes down to positions. The chapter is so badly handled that it makes the old constitution look like the bible....
The ASSAULTS separation of powers between the Executive and legislature with vengeance. Why do we want the President to appoint a Prime Minister from Parliament? Why do we want to draw cabinet secretaries from people elected per constituency to make laws?
What of "taking goodies to my people" syndrome in the old Kenyatta + Moi regimes? Why do we want Presidential loser in Parliament? Why do we want to force "independent candidates" to belong to “Party of Independent Candidates?” Indep. candidates want to be INDEPENDENT THE PARTY!
Chapter 6 "Exclusivity" has 1 recommendation - "out of box solution!" Engage an international private company to recruit our armed forces? Which companies? Aren't these the mercenaries (also called military contractors)? We know what they are doing in various war zones, etc.
Chapter 7 "Shared Prosperity". This is the OXYMORONIC chapter. It talks of "thinking big", industrial development, jobs for the youth & supporting SMEs. Chapter neither suggests how this prosperity is achieved and how it is SHARED!
Shared prosperity solutions? 70:30 ratio development versus salaries expenditure entrenched in law - I don' t know how this gets implemented + a 50 year plan.
Chapter 8 "Corruption" BBI recommends "more resignations" [heheheh] The corrupt don't resign in Kenya unless they are sacked! It suggests wealth declaration [which is already required by law] but says that it should be accompanied with A "NARRATIVE"-English Composition[may words]
The chapter also recommends e-services, which is ok, BUT they don't ask how serious corrupt deals in Kenya are executed, e.g. SGR, Arror and Kimwarer, NYS, Pipeline, Ministry of Health, Maize, Sugar, KPLC, etc. an what can be done to stop this.
There is no recognition of the role of the Executive in the theft of public resources. The report aims its attacks instead on the Judiciary, which they believe has to be reformed to fight corruption effectively - WE SHALL REVISIT!
The recommendations on chapter 9 on “Devolution” is as underwhelming as the rest of the report. The report decrees that the 47 counties should be retained without giving any justification. It suggests increasing allocation to counties to 35% again without giving justification;
Another decree, each Ward to receive at least 30% of development fund in 5 years. The report glosses over the expectations for counties to generate own revenue & be self reliant without any ideas how this can be done; no rationale for allocations, e.g.budgets to follow function..
A proposal of interest in Chapter 9 is "the National Health Service Commission" to employ doctors, I think learning from the Teachers Service Commission; but with a rider that health should remain a devolved function.
There is really nothing in Chapter 10 on “Public Security & Safety”. The report “mumbles” about public service orientation of police force & mental health status of officers. Important issues indeed, but the report offers no suggestions how these can be dealt with.
Chapter 11 on “Commissions and Cross Cutting issues is equally barren with some lame suggestions on the status of Nairobi County especially as the host of UNEP. The report argues on that basis that the city should be run as a special territory, by national government.
I agree that Nairobi is special, however, I do not agree that the city is special only because it hosts UN bodies. We made Nairobi the Constitutional capital. We must ask ourselves what that means? We must also ask ourselves how the city should then be governed.
My position has been that we need a special statute for governance of and management of Nairobi / a Nairobi City Act.
Report suggests that a Technical Committee be put in place and an Implementation Team be established at OP to turn its suggestions into policies and legislation. Again my position is that there is nothing to implement. The report GIVES A RESOUNDING THUMBS UP FOR STATUS QUO!
