Brazil: in general a very good text. Reflects overall good balance but significant problems with paras 30 and 31 - ref to oceans and land use - request deletion of both.
Malaysia: raise process issue. Needs to be inclusive and transparent. All parties need net/doc access.
Malaysia: can you alter tempo slightly to let parties catch up so we can understand what we’re adopting.
Indonesia: re 30/31 our parties have worked very hard on oceans and balanced text on land. We’ve worked for two weeks on hard decision. Lots of@compromise to get here
Malaysia: we highly oppose deleteing 30/31.

Spain: we echo what Indonesia has said. Strong messages from IPCC. Retain.
Costa Rica for AILAC: support Indonesia and Spain. Strongly support the science mentions

Palestine: place on record G77 position about importance of addressing L&D. concerned at revised lack of references to where finance comes from. We understand finance comes from developed tomdevdlopinh countries. Want COP decision, not just CMA.
Tuvalu: want it recorded that in accepting CMA/2 decision that it doesn’t suggest the COP has no ongoing role in supervising the Exec cttee of WIM. COP established WIM and nothing has extinguished that role. COP and CMA have joint responsibility.
Tuvalu: observation: during last fortnight we’ve had one party insist WIM be solely under CMA. Ironically this party won’t be a party to PA in 12 months. Ie they’ll wash their hands of any actions to assist countries impacted by climate change. Tragedy and travesty.
Tuvalu: millions are already suffering. Denying this could be interpreted as a crime against humanity.
Belize: pleases with adoption of WIM decision. Good that WIM is gaining maturity. Hope for similar COP decision.
Uruguay: we’ve been flexible on this text. Decision w/o prejudice to governance. Concerned at language of par32 on scale up of finance, which no longer mentions sources;
And par 38 - L&D finance goes beyond adaptation.
Malaysia for LMDCs: supports Palestine for G77. LMDCs extremely concerned about para32. Support distinction between L&D and adaptation. Expect future governance decision.
Bhutan: for LDCs: support G77, AOSIS etc. critical that most vulnerable have a strengthened WIM, governed by both COP and CMA, decided in next session.
Pres: thanks for hard work on this document and establishing Santiago Network. Note importance of these matters for all parties.
Colombia: welcome this decision, highlight need to strengthen L&D given mitigation scenarios for next 10 years.

Maldives: support Egypt. Disappointed nothing has changed. Para 4 may contravene Katowice decision.
Kenya: language under para 3 timeline on KCI forum wasn’t agreed in Katowice. Par 7 - ‘timeline and modalities’ ditto.
Saudi: share disappointment. But in spirit of compromise and moving forward, we can live with this text.

Pres: item 11 - article 6. Regretfully after all our hard work we couldn’t get to an agreement. Invite CMA to adopt L.9.
Egypt: all parties have done a lot to try to operationalise Art 6. Important vehicle for mitigation and adaptation. Record strong position of African Group that markets are important to raise ambition, cut mitigation cost, fund adaptation. Hope to negotiate commitment to funding.
Egypt: our people are awaiting strong adaptation finance commitment. Also footnote 2 only refers to last document prepped. Footnote should be amended to refer to all Presidency documents on 23, 14, 15 Dec to give broad soectrum of views.
Japan: commends perseverance in efforts. I was fully committed to progress. We made constructive proposals to find common ground. Sincere regret we couldn’t get there. Market mechanisms are crucial. We will apply the principles Art 6. Enabling higher ambition in mit and adapt.
Japan: High enviro integrity. Robust reporting. Avoiding use of pre-2020 units towards Paris Agreement. We will five full support to UK presidency. Thank you to all the parties I met with in spirit of “never give up”. Proud of my team. Look forward to working with you again.
Malaysia for LMDCs. Adaptation fund has been underfunded and we expect Art 6 to help this. Participation should be completely plum tart and help parties achieve mutual goals.
Argentina: regret inability to agree. For now the best decision to find common ground that ensures enviro integrity.
Adaptation fund is important to whole LATAM region. Share@l of proceeds from both 6.2 and 6.4 is of utmost importance to us.
Brazil: thank you for your efforts to move forward on this crucial agenda item.
Disappointing we couldn’t agree Art 6.
Market mechanisms are a crucial element of PA architecture.
Put lots@of@energy into getting positive result here. Frustrating we couldn’t conclude.
Brazil: that said there was real movement in negotiations at this COP. The glass is half full. Remain committed to continuing discussions.
Fully support Egypt re importance of adaptation funding; crucial to ensure more adequate funding, support mandatory SOP in 6.2
Brazil: re draft decision: concur and support Egypt request of change to footnote 2 to refer to all documents produced by a presidency throughout this process. Interesting work here, proposals on table at times, not all in final draft substantive text.
Brazil: when presented with text iterations there often wasn’t time to discuss. As a result not all material was properly covered. Important not to lose valuable work as a basis for further work.
EU: agree with Japan. We’re among most disappointed parties in our collective inability to agree. Concur with Egypt and Brazil that there has been enormous work done. Confrontation of ideas has not produced consensus but bringing the full set of documents forward would assist.
EU: we don’t agree with many of the docs, but they’re part of the history and we shouldn’t start from scratch.
Our interpretation is that use of these docs will refer to levels of maturity.
Art 6 is important but absence of rules doesn’t prevent function of PA, markets, linkage.
EU: but we hope to conclude Art 6 next year
Switzerland: commend efforts@of@pres - you did excellent job, we obviously did not.
Market mechanisms can help accelerate our global mitigation efforts like we need to. But rules must be robust and with integrity.
Had we agreed last version we would have robust funding for adapt
Switzerland: failure to agree makes multilateral units approach impossible. But cooperative approaches can proceed. We are determined to realize the vision of Art 6. Like Japan, and consistent with San Jose Principles, we will prevent double counting, use pre-2020 units etc
Switzerland: we will pursue 6.2 activities along these principles but seek agreement on multilateral rules.
Costa Rica: we have progressed. Disappointed we failed to find agreement. We saw flexibility like never before. Hope that spirit comes with us to intersessional and Glasgow. AILAC long supports robust accounting, integrity, progression. Need to safeguard human right, indigenous
Costa Rica: invite all parties to join San Jose Principles. Strongly encourage all to join in delivering this and more.

India: assured of continued fruitful discussion. Markets significant
New Zealand: disappointing, but many have expressed commitment to cooperative approaches in sound principles. Therefore only decisions we adopt should be good ones.
Belize: we appreciate OMGE element of draft texts. Happy to engage on last text in June, multiple texts may be unhelpful. Integrity is key, don’t want to begin again.
We’ll continue to be constructive.
Senegal: thanks for all efforts. Insist on goal of Art 6, to raise ambition on mitigation and adaptation. Market mechanisms are an important support. They must bring increased ambition in mitigation and finance for adaptation. Given great need, mustn’t neglect integrity, SD
Senegal: these rules must raise ambition in mitigation and adaptation. We remain available via Africa and G77 to ensure gaps in the carbon market mechsnisms are filled.
Bhutan: LDCs came to Madrid to seek robust rules for OMGE, integrity, adaptation finance. Disappointed by some parties. Will work to get agreement.
Tuvalu: extreme gratitude to Pres, team and Secretariat staff who are exhausted.
Tuvalu hopes we can return language that protects human rights and rights of indigenous.
South Africa: thanks NZ; all parties; disappointed by inability to reach agreement. We want high mitigation and adaptation ambition. Believe last nights text gives room to go forward, but accommodate request other last texts. Urge all parties to come to next round w flexibility.
South Africa: we believe we were very close. With more time we could make@it.
Canada: disappointed by lack of agreement on Art 6 rules. Text has never been more clear or clean. Identified key political compromises. Need to@Carey it forward. Integrity, rights, etc v important. We’ll carry forward though domestic actions and support for developing.
Australia: thanks for hard work, transparency, openness. Thanks to NZ and Japan. Disappointed by no outcome on markets. Critical part of Paris. Hope an agreement soon. Current text is good basis. Protect rights.
Korea: lack of consensus on Art 6 doesn’t discourage our climate action. Greta said in NYC: we are watching you. Time for more active and constructive action.

Pres: we have completed this COP in record time. Longest COP ever. Thank you all for your efforts toward agreement in a process based on agreement by all parties. Ministers for NZ, SA, Japan all played crucial roles. Secretariat supported.
Pres: Wanted to close Art 6 with a robust carbon market and projects that move us to sustainable development. Necessary for developing countries. Would help us move forward.
Clearly sad not to have reached final agreement. So very close. On the verge.
Res: But today have concrete progress on concrete texts. Hopeful that solid integrity funded mechanism is closer than ever. We need to move forward in finance, adaptation, mitigation.
Pres: As a legacy we leave ambitious Art 6 text that is solid, has reasonable transition periods, limited timeframes..
That’s one item.
We agreed on gender. We grew the Climate Ambition Coalition. We discussed oceans and science-based initiatives.

But it’s not enough. We need more ambition and solutions. What we have is not enough to address the crisis before us.
