🚨 breaking: New Jersey legislature just adopted a bill to end prison gerrymandering. That's practice of redistricting by counting incarcerated people where their prison is, which shifts power to whiter areas.

Gov is likely to sign bill. NJ would be 7th state with such a reform.
One caveat: Reform would apply only to legislative (not congressional) redistricting. Impact of prison gerrymandering is far greater at state level given size of prison population relative to legislative districts.

Second caveat: NJ will continue to disenfranchise people who are in prison. (The state enfranchised people on probation/parole in December.)

There was a bill to abolish disenfranchisement, but it didn't receive a hearing. Advocates vowed to press ahead: theappeal.org/politicalrepor…

1st: OK?

2nd: He isn't saying the words, but we know what he means.

3rd: Within days of taking office, Bevin disenfranchised 140K ppl.
I fear that no response can capture the repulsiveness of Bevin's remarks, and so I don't want to try, but this much had to be said.
Where is this coming from?

After he lost in 2017, Roy Moore framed the mere fact of black turnout into evidence of fraud, in a racist ploy.

Those are the words Bevin is not quite saying, but obviously it's more than subtext. And sets up 2020.

Many things wrong with DAG Jeff Rosen's screed against reform DAs & their policies to lower incarceration.

But this line gives away a basic misunderstandings. These DAs were not appointed. They were elected. AND ran on these platforms. AND were attacked. AND won anyway. [Thread]
DAs long used their power to amplify punitive laws, & make U.S. staggeringly incarcerative place it is. Idea was, that's how you win DA elections.

But that stopped. Organizers pressed the case that this was breaking (some) communities. People ran on that agenda. And they won.
Rosen claims his worry is DAs exceeding their authority. Well, reformers have long demanded reducing DA powers to shrink system! But that's not Rosen's issue.

His issue now is with democracy. It's that people are ELECTING DAs who ran on using discretion to shrink incarceration.

A NY lawmaker said that allowing voting from prison is "insulting" to law enforcement.

So I reached out to prosecutors & DOCs in Maine & Vermont, which enable prison voting, to ask about that.

Those who replied defended prison voting, or else shrugged it off as a non-issue.

The prosecutor of VT's biggest county said: "That quote is appalling. .... It’s a good reflection of how inhumane our system has become."

But this is key: DAs or DOCs in ME & VT are interesting not bc they have special say. On the contrary.

What they signal is the gap between a system like NY, that sets them up as gatekeepers of voting rights, & one like VT's, where public officials don't get to police who votes.
