Russia's new cabinet:will include not 10, but 9 deputy prime ministers. Andrey Belousov, Putin's economic advisor, is 1sty Deputy PM. Yury Borisov, Tatiana Golikova, and Yury Trutnev, solid Putin people, will keep their posts. (Meduza)

Culture Minister Vladimir Medinsky will not be reappointed to his post, which will now be occupied by Olga Lyubimova, previously the head of the Ministry’s Film Department. Good riddance!
At first sight Putin's new cabinet looks like more of the same:
Experienced bureaucrats & Putin loyalists,
Gray but strong,
Wealth & a reputation for corruption are no disadvantages, but possibly a requirement.
This cabinet will not rock the Russian boat with reforms.
Biggest surprise: The young seemingly rising star and Putin favorite Maxim Oreshkin was replaced as economy minister by 40-year-old Maxim Reshetnikov, a former regional governor, but Oreshkin might replaced Belousov as Putin's economic advisor.

The economic heavyweight ministers were otherwise reappointed: Finance Minister Anton Siluanov, Energy Minister Alexander Novak, Industry Minister Denis Manturov, and Agriculture Minister Dmitry Patrushev.

It is largely the lightweight ministers who have been replaced - health care, education, sport & various regional specializations. The key security & economic ministers remain, with the exception of Oreshkin. Odious nationalist extremists have been sacked while the corrupt remain

Notwithstanding all of the various socio-economic and foreign policy statements (most of which are genuinely boring), the crux of Putin's annual address to the Federal Assembly is what looks to be a reasonably sweeping constitutional reform.

The really big one is a shift of gov't and ministerial accountability from the presidency to the parliament. Under the revised constitution, the Duma would select the PM and approve most ministers, and the president would be obliged to appoint them.
