A good journalist would, at this point, ask whether the EU *has* moved the goalposts. Reporting the government's spin uncritically is stenography, not journalism.
To be fair the thread correctly points out that "Australia deal" is basically no deal. But "moving the goalposts" needs assessment.
The best way to assess if the EU has "moved the goalposts" is to compare its negotiation position, to be published Monday, with the political declaration. As for the Telegraph claim that the "EU has reneged on a deal", that's a misleading way to refer to a non binding text.
The Telegraph piece isn't merely lacking enough assessment of the government claims. It's simply regime propaganda worthy of a state broadcaster in an authoritarian state.
In addition to "reneged on a deal" and "Australia deal", the Telegraph repeats the usual shtick of referring to trade deals with Japan and Canada, without noting that the EU already has FTAs with those countries.
