One of the largest clans in #Somalia, Mudulood, part of wider Hawiye clan, met today in Mogadishu guest house, despite opposition of such meeting by #Somalia’s government. Lectures were offered in the state of the clan and that of Somalia. Clan becomes a hedge when state fails.

Mahdi, former interim president who spoke passionately, stated no one has power to stop the clan from discussing about their fate during this difficult time. He opposed federalism, claiming Ethiopia imposed upon #Somalia, making strong central Somalia admin out of the question

The meeting tested the power of the federal government, led by Marehan President, a part of wider Darod clan, imposing its will upon elements of wider Hawiye clan. Mudulood demonstrated their power as a clan in #Mogadishu.

This explains why he and others did not advocate for unity of Modulood in federated Somalia. What was his defense against strong central Somalia should it choose to use airplanes with Somali flag to destroy Somali cities. Federalism is vertical checks and balances of the state

Questions: how to ensure vertical checks and balances work? Namely courts and parliaments?
- how to reconcile clan, traditional institution, with the modern state.
- Shebab was not discussed about, the elephant in the room.
- the clan has demonstrated its power #Somalia

- most speakers, including former President Hassan Sheikh M supports the definition of #Mogadishu status within federated Somalia, responding to calls from activists to presss the matter. Formation of technical committee was discussed about to address the issues facing the clan

Critical issues: pressure and support the federal army, as well as form volunteers, to recover areas inhibited by this clan mainly from Shebab, status of Mogadishu, members of this clan who are forced to become minorities in multiple states and so on. #Mudulood #Somalia

- formation of wider Hawiye umbrella with other clans, such as #Habargidir, while working separately. The wider #Hawiye umbrella will address wider Hawiye issues in the formation of modern #Somalia state.

These umberrella organizations derive legitimacy from traditional sources and they are strong forces within #Somalia society, capable of laboring for peace and representative institutions.

When #Somalia gives up 4.5 and gets checks and balances, there will be no need for clan organizations.

This ‘consultation conference’ comes when #Puntland also called for another “consultation conference’ on March 15, 20, after expelling the federal election commission. #Habargidir also has formed its own organization. Also #Jubbaland does not have working relationship with FGS

This occurs within a context of no agreed election plan on 2021, given difficulties the election laws raised, namely what to do about areas controlled by Shebab, how to distribute upper house members, #Somalia.

The clan is exclusionary in character, acting as a challenge to the modern inclusive state and politics. It should be done away with it.
I stress this point wholeheartedly, temporary conditions may leave no option but to mobilize clans to address issues, which the state failed

The interior minister of Hirshabelle attended so is the vice chair.
-compare this to Hawadle meeting, where education minister attended, no FGS minister attended Mudulood meeting, suggesting opposition dominance, the Imam did attend, suggesting major support for this adventure.
