This is where I disagree with Matt.

The federal government has failed. CDC can’t run tests at scale. FDA doesn’t understand what an emergency is.

Biopharma can manufacture drugs and vaccines, Labcorp/Quest can run tests, Google can certainly build websites.

Let them get at it.
The ideal would be a competent federal government like Singapore, Israel, Estonia, Taiwan.

We don’t have that. We aren’t going to get that. In a life or death situation we need to be real.

The requisite technical expertise is simply not present in the US federal government.
State and local governments do have a role to play. @GovInslee of WA should have said “week” rather than “day” in the clip below, and he’s off by one in the math, but directionally he shows a greater understanding of the problem than the feds.
People forget that individual American states have GDPs on par with sovereign countries. CA is comparable to the UK, NY to South Korea, TX to Canada.

If those countries have their own test and drug approval processes, which they do...why not individual US states?
Scientists and engineers in blue states are already running these (technically standard, well understood) tests without waiting for the FDA.

If the virus hits all fifty states, we will see much more of this.

One area of bipartisan consensus during this crisis may be decentralization.

Blue states don’t like the White House. And red states don’t trust the feds.

States have already gone their own way on sanctuary cities and marijuana laws.

Expanded right-to-try is just the next step.
Just to make it incredibly visual

In blue below is what happened when we bottlenecked through the federal government

In orange once we started decentralizing to state/local and diagnostics labs
