Except... the 80% salary support portal says this: "The online service you’ll use to claim is not available yet. We expect it to be available by the end of April 2020."

Now, bear in mind that the end of April is when employers can *start* submitting claims. Unless HMRC are staggeringly efficient, it's presumably going to be mid-to-late May at the earliest before any actual money shows up in employers' bank accounts. So when do workers get paid?
Not to mention, would you really stake the future of your business by taking out a Government loan now, on the basis of something that's "expected" to be available in 5 weeks time? A loan which may have to be guaranteed, and will certainly need to be repaid?
