NSA/Cybercom chief Adm. Rogers tells lawmakers he has not been given the authority by President Trump or Defense Sec. Mattis to disrupt Russian cyber threats where they originate.
Rogers also says that Russia has not paid a price that is sufficient to change their behavior when it comes to their cyberattacks on the US.
"I believe that President Putin has clearly come to the conclusion there's little price to pay here," Rogers said, adding that the US response to 2016 election interference has done little to deter additional meddling.
Remember that FBI director Chris Wray was also asked in a Senate hearing earlier this month whether the efforts to counter Russia's election activities in 2018 had been directed by Trump.

"Not as specifically directed by the President," Wray responded at the time.
