FM Kang and Pompeo talked some good game in NY when they vowed to "hold NK up to its commitment" to denuclearize. But it is believed that Kang may have asked Pompeo & Guterres for exemptions from UNSG sanctions for certain inter-Korean initiatives

"Continued support" from Guterres means being granted exemptions for certain inter-Korean initiatives that carry out the Panmunjom declaration. The Moon admin stresses that "diplomacy, dialogue and reducing tensions" are all part of the denuking agenda
This is Moon's favorite passage from UNSCR 2397 ¶27. FM Kang told Guterres's his help will be invaluable for SK's inter-Korean initiatives: "Installing a peace regime" on the Korean peninsula will simultaneously help encourage NK's denuclearization

In case people haven't noticed, the 2 Team Moon officials are on US soil not just to "coordinate and consolidate" their positions but to advance Team Moon's main agenda of "achieving peace regime": declaring an end to the Korean War which is §3¶3 of the Panmunjom Declaration
That peace regime clause which Moon is hung up on precedes denuclearization which is the last ¶ of the Declaration. In this and in Singapore's joint statement, NK managed to wrangle that clause in the order in which they wanted before its own lingo for "denuking Korean Peninsula"

Pompeo and Kang reaffirmed their joint commitment to a "final, fully verified denuclearization of the Democratic People’s Republic of Korea" in line with Kim Jong Un's promises at recent Singapore Summit.
"The two pledged to maintain close coordination and agreed that pressure must continue until the DPRK denuclearizes," said SD spox Heather Nauert.
