Look at short-term junk plans. They are intended to weaken the ACA by siphoning off healthy people into cheap plans that provide skimpy coverage and no pre-ex protections. But they also help shady insurers who sell those plans and cheat their customers. 2/
Or take association health plans, which Trump is using to try to siphon off healthy people from the individual and small group markets. Historically, these plans have led to significant fraud and abuse, with patients left holding the bill. 3/
