This is completely correct.

American restaurants need to shift toward more private, isolated booths like Japanese restaurants.
In addition, American bars need to stop blasting out super-loud music. Unless there's a dancefloor and you want people to dance, turn the music down and let people hear each other talk.
If I want to drink in an environment filled with pointless loud noises, I'll drink on a highway overpass. It saves money and the company is typically more interesting.
Note that these two complaints are basically about opposite things.

Restaurants need MORE social isolation because at a restaurant you want to talk to the people you came with, not randoms.

Bars need LESS social isolation (i.e. noise) because you go to bars to meet new people.
