Below is some very interesting material put together by Dutt concerning the development of US imperialism and the way in which the current American Empire differs from the old British Empire (excerpted from The Crisis of Britain and the British Empire, pp. 147–184).
America has embarked on a career of imperialism in world affairs and in every other aspect of her life. England will become a junior partner in a new Anglo-Saxon imperialism in which the United States will be the centre of gravity.
Over two-thirds of the globe, no treaty can be signed, no alliance can be forged, no decision can be made without the approval and support of the United States Government. Only the great Communist bloc is impervious.
The outstanding new feature in imperialist relations since the second world war is the overwhelming predominance of American imperialism and the relative weakening of the British Empire within its orbit. Britain has been occupied as an American air base.
The future of the world belongs to us. How can we use the British for the highest uses of “democracy”?
What chance has Britain against America? Or what chance has the world?
The “cold war” of American imperialist expansion against the Soviet Union is open and avowed. The “cold war” of American imperialist expansion against the British Empire is hidden and unavowed, but none the less real for being camouflaged behind phrases of admiration/friendship.
We must assume the responsibility of the majority stockholder in this corporation known as the world. This is a permanent obligation.
The areas which should come under the influence of the American empire: The North Pole; Canada; South America; Belgium and Holland; Germany; France; Italy; Spain; England; Africa; the Near East; the Middle East; India; China; Indonesia; Australia; New Zealand; and the South Pole.
The American Empire can only be established by force, whether in the indirect form of paralysing economic sanctions, or in the direct explosion of bombs.
America’s economic tactics:
The Truman Doctrine laid down the right of the United States to intervene in any country in the world to ensure the maintenance of governments approved by it.
In the military field, the United States entered on a vast armament programme, many times eclipsing the highest level of Hitler’s, establishing a network of hundreds of military, naval, and air bases in every continent throughout the world.
The extent of the American Empire by 1950:
The analogy of the American doctrine of the “cold war” with the Nazi programme of expansion and aggression in the name of “Anti-Communism” and the “defence of civilisation against the Soviet Union” is evident.
In 1938 the US controlled one-eighth of the Middle East oil output; by 1950 they controlled half.
It has been estimated that over ninety per cent of the high grade uranium ore supplies of the capitalist world are in American hands.
One of the conditions of aid to Britain in connection with the Marshall Plan was that the United States should obtain a share in the development of uranium in the Congo.
If the British imperialists capitulated to American imperialism, it was not for love of American imperialism, but because the British imperialists could see no alternative. Indeed, they were in fact closing the door to any effective alternative.
The former owners became bailiffs. The British imperialists found it only possible to endeavour to maintain their Empire under the general suzerainty and control of the United States.
The old-style British Empire was based on the direct territorial domination of one-quarter of the world. The new American Empire is based primarily on economic and financial domination of the entire capitalist world, together with the maintenance of bases in every continent.
Thus American imperialism appears as a special type of imperialism with relatively few direct colonial possessions.
Britain is to the United States what Portugal was to Britain.
