The point is that there is a lot to declaring a National Emergency that can be abused.
7-Note that when VP Cheney invoked COG in 2001, it was kept secret from Congress. This is not to say that Trump would do any of that or that he'd even FIND the necessary loopholes, but we have a right to know that they exist.
