So basically, Russia is trying to discredit the Mueller investigation.
Special Counsel thinks it would be a mistake to wholesale ship off sensitive information to Russia. They're willing to permit review in the US offices of Concord's lawyers - which essentially means a defendant who wants to see it must submit to the jurisdiction of the court.
Special Counsel argues against disclosure beyond the existing protective order: sensitive discovery identifies uncharged individuals & entities that..are continuing to engage in operations that interfere with lawful U.S. government functions like those...charged in the

So, info was put on the internet to make it look like Special Counsel came up empty-handed. Who put it there? The webhost "confirmed to the FBI that the specific account used...was registered by...a user with an IP address that resolves to Russia."
When this case was indicted, no one expected a trial. Then Russian corporate defendant Concord showed up at arraignment with American counsel. Folks suspected this was so they could get discovery to share & that they had the upper hand with Mueller in a way he didn't anticipate.
We've learned that wasn't the case - Mueller had a protective order limiting discovery in multiple ways including that it only take place in the US. And, this discovery fight seems to be about Putin's Chef, Prigozhin, a defendant who has declined to submit to US jurisdiction.
Special Counsel argues that if Prigozhin "chooses to remain outside the US...to avoid responding to the charges..then it is a reasonable limitation...to restrict the manner & place of Prigozhin’s access to the sensitive discovery." This limits his ability to shape trial strategy.
