Among those who pushed to sell nuclear technology to the Saudis, per this House Oversight report, were Michael Flynn and inaug cmte chair Tom Barrack.
Flynn was an "advisor" to one of the firms hoping to sell nuclear tech to the Saudis, IP3, the report says.

The report says Barrack joined conference calls and played a "central role" in promoting the IP3 plan to the White House.

According to the House Oversight report, NSC staffers who worried about the conflicts of interest went to their ethics counsel and NSC legal advisor. The lawyers ordered a halt to the plan. But it didn't end there.
"Further investigation is needed to determine whether the actions being pursued by the Trump Administration are in the national security interest of the United States or, rather, serve those who stand to gain financially as a result," the report concludes.
