I don't expect they will be baffled by this at all, actually. The question they will be asking, if not already answered by the fullness of time, is whether he was actively Putin's tool, or if he was just so easily swayed by strongmen and flattery, that he might as well have been.
(For the record, my money is on "Trump didn't expect to win the presidency and thus was chock-a-block deep in Russian relationships he was unable and unwilling to extricate himself from when elected, with the result being he was the functional tool for a foreign power.")
(I should also note that I think the longer Trump's administration goes along, the more likely that he will do something genuinely traitorous, not because he's been "flipped" by Russia, but because his own selfish nature will make him act against our nation's interests.)
