All four Trump appointees (who were seated in time) are in the majority. Trump now has six appointees on this court
This is an example of a ruling (en banc) where ideological balance of judges on an entire circuit court can be of importance. On a related note, the Senate is due to vote today on 3rd Circuit nominee Paul Matey. That would flip the circuit to overall GOP-appointee majority
(The dissenting opinion in the Ohio case is written by a judge appointed by George W. Bush, Helene White. But ... she was originally nominated by Clinton and got on the court as part of a deal between Dem senators & Bush that also led to Kethledge being appointed)
