I’m immediately left wondering if Custom Audiences could be used to circumvent these new ad targeting restrictions that seek to limit discrimination? What if shady advertisers make their own discriminatory lists and upload them to match to Facebook users for direct targeting?
I recall getting into it with Benedict Evans about this. I argued that Facebook should limit targeting options to prevent discrimination. That’s when I got blocked. Almost everyone has a story of getting blocked by Evans. LOL.

Having now read a more detailed description of this new promised ads portal, it seems that Custom Audiences (data upload matching) is likely disabled (but it’s not specifically excluded). A devil-in-the-detail to look out for when this new portal launches. aclu.org/other/summary-…
Similar to the Cambridge Analytica scandal, this ad targeting discrimination settlement took dedicated and rigorous journalists years of careful work to expose Facebook’s unlawful conduct that would otherwise go unchallenged/unknown.
Forcing Facebook to comply with the Civil Rights Act was essential but it’s important to realize that targeting proxies will be the fallback for discriminatory practices. @chrisinsilico pointed out how Cambridge Analytica did this. nytimes.com/2018/11/29/sty…
