It's not an original thought but the Dossier itself may have contained Russian disinformation, fed into it by poisoned sources unbeknownst to its authors. It has certainly had the effect of a poisoned pawn, which once swallowed proves toxic.
Its architects would have calculated that, once having gained a footing, it would trigger a whole national security response, causing extreme reactions. That's why admitting half-reviewed data into Ring 0 is dangerous. It's not a partisan issue. Any developer knows this.
Bad information can kill you. This should be drilled into their heads. Bad information isn't dud talking points. It's much more serious than that.
I will add that we should be very, very careful in examining this so we don't make the same damn fool mistake that certain parties, here not to mentioned, have so fecklessly made.
The way most bad information gets into a protected system is not by technical exploit but by social engineering. You convince some dope to carry in a payload he's inclined to believe is valid or innocuous and shazzam.
What stopped it in the end was the system of checks and balances. The "weakness of democracy" was it's strength because "to many eyes all bugs are shallow". Mueller eventually saw he had been put on a wild goose chase.
