Kamala Harris leads the pack in raising awareness and introducing (not just co-sponsoring) legislation to tackle Black maternal morality. She sponsored the Maternal CARE Act and resolutions for Black Maternal Health Week in 2018 & 2019. Here are her tweets (earliest Jan2018). 
Bernie Sanders, Amy Klobuchar, Pete Buttigieg, and Joe Biden have never mentioned any combo of Black maternal on Twitter. Klobuchar and Sanders did not co-sponsor the Black Maternal Health Week resolution in 2018. Klobuchar co-sponsored in 2019, Sanders again did not.
