For any new program promising "free stuff," subtract 45% from supporters. Why? Because 45% of Americans pay zero income tax (in fact, 40% pay negative income tax, i.e. receive money), and have no skin in the game.

2. Truth is so far as the income tax contribution to the federal govt is concerned, 43% of Americans pay for 100% of the tax revenue federal govt collects. Hence public support of up to 57% for any govt freebie means less than nothing.
3. Public support has to cross the threshold of 79% popularity (57% meaning nothing as 57% basically can indulge in feel-good postures at little to no cost + a majority of the remaining 43% who will actually foot the bill) for a social freebie to be considered popular.
