1. I think this is one of the areas that Barr's redactions hid Trump campaign Russian related criminality.
Mueller did a deep examination of whether Trump team conspired to violation 52 USC 30121(a)(1). "(a)(1)" deals with Russian conduct. He concluded they didn't conspire.

2. But in that section Mueller only mentions in passing 52 USC 30121(a)(2) that I believe was clearly violated. "(a)(2)" prohibits knowingly and willfully receiving, accepting or soliciting a foreign contibution (thing of value). Here is where I think Mueller addressed it, and 
3. I think Mueller said they violated (a)(2). I don't see any other possible conclusion. IMO Barr is likely obstructing justice and IMO has joined a criminal conspiracy to commit an act of treason after the fact. @FBIWFO @RepAdamSchiff @MarkWarner
