Obama Admin Treasury officials were colluding with Russian spies & organized crime figures in 2015. Treasury officials later set up back channels to funnel dirt on Kremlin opponents to Russian intelligence figures through g-mail accounts. Did the Russians give back dirt on Trump?
It may be likely that the Steele Dossier was the dirt the Obama Admin got back for illegally colluding with the Kremlin.
FINCEN may have been protecting a variety of Russian targets from sanctions. Some of their personnel tried to oppose the sanctions against Oleg Deripaska. Their backdoor connections to the Russians & others have been the subject of discussion for months.

Senator @ChuckGrassley recently went after FINCEN, for leaking documents to the press but not providing them in response to his subpeonas.
