“Critics say” is just a way for NBC News to promote one side’s (dishonest) framing as if it was correct.
I don’t remember many NBC headlines about the NY abortion bill with “which critics say allows for the murder of viable babies”....

Critics also said the same thing when Clinton signed the RFRA. Mostly because they don’t believe in religious freedom.
In this case, it’s very dishonest. Preventing cities from discriminating against individuals for their religious affiliations is not endorsing discrimination.

CNN had almost the same ridiculous framing. Somehow opposing discrimination is now equivalent to supporting discrimination because "critics" said so.
