This is a great piece by @tribelaw outlining how House Democrats can pursue an impeachment inquiry, without it necessitating a Senate trial and acquittal, which Trump might spin as vindication:

Allowing the preordained fact of Senate acquittal to dictate what the House does with its institutional authority in terms of an impeachment inquiry is highly problematic.

Here's why:

@tribelaw The roadmap offered by @tribelaw avoids this problem, while keeping alive the possibility that if opinion shifts, the House can ultimately impeach at the end of the process.
