Trump isn't actually smart about much, but he does know old school media rhythms. Dropping a bullshit policy "fix" late Friday eve gets him a) news desks struggling to cover that night (esp since no details offered) b) thinner crew of often generalists trying to cover beat story.
Friday night news dumps are a decades old phenomenma. But in this era, with this administration, the media should—where able to afford—have a team to cover just that.
