It is time to bust a lie. Lie hs been doing rounds since yesterday , based on NSP dashboard data. The lie is , that Hindus have only got ₹127.75 crores from govt scholarships , while Muslims have got ₹1032.21 crores. Request all to read and retweet the entire thread. (1/n)

Now coming back to our topic. half truth is always dangerous ,like lie.

That Muslims have got ₹1032.21 crores is truth.
That Hindus have got ONLY ₹127.75 crores is a LIE.

This is because NSP doesn’t contain data of all scholarships yet. (4/n)

First understand what is National Scholarship Portal (NSP). It is one-stop solution through which various services starting from student application, application receipt, processing, sanction and disbursal of various scholarships to Students are enabled. (5/n)

But currently , all of government’s scholarship schemes are not “onboarded” , ie not connected or linked with the NSP portal !! Thus , as NSP doesn’t have all schemes on board yet , NSP dashboard WOULD NOT HAVE DATA OF ALL OF GOVERNMENT’s SCHOLARSHIP schemes !! (6/n)

Now let’s start with Ministry of Minority Affairs first. This ministry has “onboarded” all 3 of it’s schemes on the National Scholarship Portal. As proof , sm presenting 2 screenshots. First from NSP’s website , 2nd from ministry’s website. (8/n)

Kindly see that the scholarships part from Ministry of Minority Affairs home page straightaway takes you to the national scholarship portal, upon clicking. This is because this ministry has onboarded all it’s scholarship schemes. You can check here minorityaffairs.gov.in (9/n)

Also , this ministry has updated all the data of the 3 schemes on the NSP. Reason why you see ₹1032.21 crores to Muslims on NSP dashboard is because approximate ₹1018 crore is by minority ministry. (10/n)

Please note , that if a ministry has not yet brought it’s scholarship schemes on-board the NSP , it DOES NOT MEAN that the scheme DOESNT exist. It just means that the scheme is YET TO BE ONBOARDED (LINKED) to NSP. (11/n)

Now let us go to the next ministry - Ministry of Social Justice and Empowerment. This ministry has provides many scholarships for SCs and OBCs as can be seen in image 1 and 2, but has only 1of them onboarded (linked)to NSP (image 3) (12/n)

Thus , out of more than half a dozen scholarship schemes for SCs and OBCs , only 1 is linked currently to NSP portal !! So NSP portal will have data for only n only 1 scheme and now , you will start understanding why figure for Hindus is only showing ₹27.75 crores. (13/n)

Please note , that most OBCs are Hindus. Also , most SCs are also Hindus , with some Buddhists. Thus , non linkage yet to NSP portal would mean that data of scholarship money allotted to Hindus on NSP portal would go down 👇🏼👇🏼(15/n)

By how much would the data would go down , for that you need to check the budget data for Ministry of Social Justice and empowerment for the year 2018-19 , since NSP data over which people are outraging is also from 2018-19. Here is the budget (16/n) openbudgetsindia.org/dataset/d66485…

Now first , let us check budgetary allocation for scholarships to SCs in the year 2018-19. It totals ₹500 cr + ₹3,000 cr + ₹125 cr + ₹5cr = ₹3,630 crores. Do verify with the 2018-19 in tweet 16. (17/n)

Similarly , for scholarships to OBCs , you have ₹1,100 cr plus ₹232 crores =₹1,332 crores. (18/n)

Now let us go back to NSP portal. This portal has only 1 ministry scheme . Top class education for SCs. Which has a budgetary allocation of ₹35 crores as we have already seen in tweet 17. (19/n)

Now , the chart 2 on NSP dashboard says that only ₹2 crores (out of ₹35crores) have been disbursed from this scheme. This clearly points out that Ministry of Social Justice has clearly not updated the data on NSP. (20/n)

Some May argue that ministry May have only spent ₹2 crores/₹35 crores. This is unlikely. Reason- this would mean very bad fund utilisation by ministry , but

Page 50-58 of annual report 2017-18 of ministry point out to very good fund use (21/n) socialjustice.nic.in/writereaddata/…

We do not yet have annual report of ministry for 2018-19 , else picture would be clearer. But since 2017-18 report points out to very good fund use (near 100%), and the minister didn’t change , you can say efficiency will be similar. (22/n)

Thus , you see , budget allocation of SC/OBC scholarships by Ministry of Social Justice and empowerment is ₹3,630+1,332 crores (tweet 17-18) Assuming even 90% spending , much higher than NSP’s dashboard figure of ₹2 crores 😁😁. (23/n)

As already mentioned in tweet 15, SCs, OBCs are overwhelmingly Hindu with some Buddhists, Muslims. Reasons for huge under-reporting of scholarship funds disbursed to Hindus are, as u must have understood ... (24/n)

1) pending linkage (on-boarding) of schemes to NSP portal and 2) pending updating of data of the linked by ministry on the linked schemes. (25/n)

Now let us check with another ministry - Ministry of Tribal Affairs - bulk of Tribals are again Hindus , with some Christians. You will find a similar story here. (26/n)

Total budget for all the 4 scholarship schemes for 2018-19 is ₹100+2+356+1586 crores = ₹2044 crores !! (29/n)

Now again , getting back to NSP , the only scheme it contains - National Fellowship and Scholarship for Higher Education of ST students. With budget of ₹100 crores as we saw in tweet 29. (30/n)

But once again , NSP dashboard points out to fund utilisation of much much less than 100 crores - which means that again data updation is pending. (31/n)

Once again , people may point out that funds must not have been utilised by tribal affairs ministry. But ,this would require extreme lethargy on part of ministry. But page 74-78 of annual report 2017-18 point towards good efficiency (32-n) tribal.nic.in/writereaddata/…

Do check the allocation and performance parts. We do not have annual report for 2018-19 yet, else things would have been clearer. Since Minister did not change , you can assume continued efficiency. (33/n)

Thus , out of Tribal affairs ministry scholarship budget of ₹2,044 crores , even if only 90% is spent , it would still be higher than NSP figure of <₹100cr. Once again,₹2,044 crores actual , for Hindus vs much less than ₹100cr, infact ₹27.75 cr shown for Hindus in NSP (34/n)

Thus , as you see for SC,OBC and ST , (bulk of whom are Hindus) stand at 3630 +1332 + 2044 crores = ₹7,006 crores. Vs NSP report of ₹27.75 crores 😁😁. (35/n)

Also check this , ministry of Social Justice and Empowerment itself has annual budget of ₹4962 crores. Whereas NSP report for all scholarships on its dashboard is ₹2157.12 crores. (36/n)

Okk starting with UGC, on Page 237-239 of the annual report for 2017-18 , you ‘ll find allocation for scholarships. Some of whom have been covered under other ministeries. 2018-19 report again not out yet. You can compare with NSP dashboard yourself (37/n) ugc.ac.in/pdfnews/559596…

So please note , that total scholarship money score of Hindus is overwhelming majority of ₹7,006 crores for SC/ST/OBC since overwhelming majority of them are Hindus , plus bulk of scholarships by UGC/AICTE n other scholarships by other ministeries other than MoMA (38/n)

Please note that am stating this fact just to bust the lie of scholarship of ₹127.75 crores while ₹1032.21 crores to muslims as per NSP portal. Same logic applied to Numbers of applicants from different religions mentioned on NSP portal as well. (39/n)

Please note that I am in no way justifying the upgradation of targets of minority ministry scholarships to 5 crore in 5 years. I also oppose this nonsense upgradation just like many of you do. This is nonsense (40/n)

This upgradation of target to 5 crore thing is a nonsense , despite the possible benefits of 50% (2.5cr) being women. It is just that just like support , even opposition should be based on truth , and not lies. (41/n)

So the need for opposition to be based on truth , compelled me to dig and bring the truth out of this FALSE info spreading since yesterday of ₹127.75 cr to Hindus and 1032.21 crores to Muslims. (42/n)

I would in the end , like to remind all , that let us always do adequate research before outraging. Let most of that research be based on government sources. Else we will only end up harming ourselves with lies - irrespective of outrage/support over an issue. (43/n)
