There were specific individuals involved in the leak, who contacted Isabel Oakeshott and now Robert Mendick. It doesn't exactly take complicated surveillance techniques to narrow down who they might be talking to and then scoping their electronic communications.
None of this is rocket science. And however strenuously they claim otherwise, political journalists as well as SPAD or civil service leakers more often than not have proven pretty incompetent at basic information security
A lot of justifiable focus on how the treatment of Darroch by Johnson as well as Trump has helped to further undermine the UK's strategic position.

But an avalanche of leaks also provides a signals and human intelligence bonanza for enemy as well as partner security services.
